- 10 kilowatts of incoming power, or

Hot water and steam boilers are inspected in 2 parts:

- The outside is inspected every year
- The inside is inspected every 2 years (unless a steam boiler is part of a continuous processing
  operation; this requires fewer inspections)

During the inspection, a hydrostatic test (a type of pressure test) may be required to check the
structural integrity of the boiler.

## Boilers That Do Not Need Inspection

A steam or hot water boiler is exempt and does not need to be inspected if it **meets any** of the
following conditions:

- Has less than 10 square feet of heating surface
- Has less than 10 kilowatts of incoming power, or produces less than 40,000 BTU per hour of heat
  output
- Is under the control of the United States government and is regulated by a federal agency
- Is used only for motor vehicle propulsion and is regulated by the
  [Motor Vehicle Act, Title 39 of the Revised Statutes](https://www.nj.gov/mvc/about/regs.htm)

If the boiler meets any of the following and serves a building with less than 6 housing units or
less than 25 people, it also does not need inspection:

- It is a steam boiler with a relief valve set to discharge at 15 psig or lower
- It is a hot water boiler with a relief valve set to discharge at 160 PSI or lower and operates
  reliably at temperatures below or up to 250 degrees Fahrenheit

## How Inspections Work

After your boiler is registered and passes the first inspection, either a State inspector or your
insurance company will contact you to set up future inspections.

Even though they keep track of the due dates, it’s your responsibility to make sure all required
equipment gets inspected.

Your business vehicles must have a valid license plate and registration card to be legally driven on public roads. This includes:

* Trucks, vans, or other vehicles that exceed a certain weight limit (usually over 10,000 pounds)

Typically, if you purchase a new vehicle from a New Jersey dealer, you will get a title as part of the sales process. If you opt out of this, you as the buyer are responsible for completing this process **within ten days of the vehicle’s purchase.**

You also need to apply for a title if your vehicle:

* Has a title from a state outside of New Jersey

* Has a title including a lien you want removed, or if you want to add a lien to the title

### If you built the home for a homeowner on land they own for their personal use and it will not be listed for sale:

* Copy of the construction contract between you and the homeowner, showing the total construction cost for the home. The total cost will be used to calculate the warranty premium payment
* Notarized letter from the homeowner stating that home was built for their personal use and will not be listed for sale

## Pressure Vessels That Need Inspection

All pressure vessels must be registered and inspected after they are installed.

Most pressure vessels must be inspected every 3 years after the initial inspection. This includes unfired pressure vessels unless they meet specific requirements.

## Pressure Vessels That Do Not Need Inspection

If the pressure vessel **meets any** of the following conditions, it does not need to be inspected again:

- Marked with a “UM” stamp (used for small pressure vessels)
- Internal diameter is less than 6 inches
- Operates under 15 psig (internal or external pressure)
- Can handle up to 300 psi of pressure and temperatures up to 210 degrees Fahrenheit, and holds water with air under pressure (where the air only acts as a cushion)
- Is used as a hot water tank heated by steam/indirectly and serves a building with fewer less than 6 housing units or 25 people, and does not exceed 120 gallons of capacity, 200,000 BTU of heat input, or 200 degrees Fahrenheit
- Are owned by a registered owner-user inspection agency (a business that is approved to do its own inspections based on the [National Board of Boiler and Pressure Vessel Inspectors Inspection Code](https://www.nationalboard.org/index.aspx?pageID=4#))
- Is under the control of the United States government and is regulated by a federal agency
- Is used only for motor vehicle propulsion and is regulated by the [Motor Vehicle Act, Title 39 of the Revised Statutes](https://www.nj.gov/mvc/about/regs.htm)

## How Inspections Work

After your pressure vessel is registered and passes the first inspection, a State inspector or your insurance company will contact you to set up future inspections.

- Use over 3 tons of refrigerating capacity, **or**
- Require over 6 driving horsepower

Refrigeration systems using **nonflammable and nontoxic refrigerants** that have a relief device set over 15 PSIG and are used in a plant of any size or storage capacity must be inspected if they:

- Use over 18 tons of refrigerating capacity, **or**
- Require over 36 driving horsepower

Refrigeration systems must be inspected every year.

The inspection includes: the liquid receiver, condenser, all safety valves and their discharge points, gauges, controls, and other important parts.

## Refrigeration Systems That Do Not Need Inspection

Inspection is not required for systems using **flammable, highly toxic, or toxic refrigerants** that:

Renew Your Waste Transporter Decals

You must renew your waste transporter vehicle and container decals every two years. This happens in odd-numbered years. You can renew your decals from January to April of the year they expire.

## Asbestos Work That Does Not Require Notification

You don’t need a Notification of Asbestos Abatement if **any** of the following are true:

* The material contains 1% or less asbestos
* You’re removing 3 feet or less of asbestos-containing material from pipes, or 3 square feet or less from ducts, boilers, tanks, or similar equipment (this may also apply to other areas like walls, ceilings, or floors, depending on the type of project)
* The work is limited repair, such as sealing with duct tape, cement, or other materials
* You’re working on roofing or exterior siding that contains asbestos, unless it’s for demolition
* You’re only selling or storing asbestos, not disturbing it
* Your company's building has asbestos, and you have trained employees who can remove it. These employees must follow safety rules set by the Occupational Safety and Health Administration (OSHA)

* All agencies you are alerting asbestos removal to

* Name and address of facility where you will remove asbestos
* Type of facility (for example, school, commercial building, home)
* Current use of facility (or prior use if it is being demolished)
* Number of floors, square footage, and age of facility

### Project

* Start and planned end date of asbestos work
* Name and address of the OSHA monitor
* Occupancy status of facility during asbestos removal
* Scope of the work (renovation, mini-enclosure, etc.)

### Asbestos-Containing Material

* Location of asbestos in the building and if only maintenance staff use this area or not
* Description of asbestos-containing material
* Amount of material in square or linear feet
* Type of work (removal, repair, encapsulation, or enclosure)

### Waste Disposal

* Name, address, and ID number of waste hauler
* Cubic yards of waste
* Disposal date
* Name and address of landfill

Report Your Asbestos Work

If you are removing more than 3 square or linear feet of material that contains more than 1% asbestos, you must submit a Notification of Asbestos Abatement. This tells the State when and where asbestos work will happen. All asbestos abatement work must be done by a licensed asbestos abatement contractor. 

Send this form **at least 10 days before the work begins**.  If your plans or the scope changes, such as placing the project on hold or taking it off hold, you may have to submit an updated form or payment.

* On the Sales Tax Resale Certificate, the reseller is the “purchaser,” and the “seller” is the wholesaler

## Requirements for Businesses in New Jersey

If you are a reseller, complete the Sales Tax Resale Certificate with:

* Your business name and address are registered with the New Jersey Division of Taxation
* Your `New Jersey Tax ID|tax-id` 
* Your type of business
* A description of the property or services you are buying

When buying your goods or services, give the completed certificate to the seller.

* Keep certificates for 4 years
* Keep sales slips, receipts, statements, cash register tapes, or guest checks documenting the sale for 4 years

Get a Sales Tax Resale Certificate

If your business buys items for resale, you need to complete the Sales Tax Resale Certificate. You also need to complete this certificate if you buy items to use in products for resale (for example, if you buy t-shirts for a screen printing business). This certificate allows you to buy items for resale without paying sales tax.

You cannot use the Sales Tax Resale Certificate for items or equipment that you will not resell. For example, if you are an electronics retailer who buys computers to resell, you cannot use the resale certificate to buy a computer to use in your home or office.

If your business produces
`Regulated Medical Waste (RMW)|regulated-medical-waste`, you must register with the New Jersey Department of Environmental Protection (NJDEP) as an RMW generator.

- DEA registration number
- Signed attestation (included in application)
- Names, titles, and residential addresses of each owner, partner, officer, or principal shareholder
- Name and address of the person who has administrative or managerial responsibility for the registered location
- Criminal history since last renewal, if applicable
- CDS registration suspension, surrender, denial, revocation, or restrictions since last renewal, if applicable
- Applicable fees paid, once the DCU has sent an invoice

Reinstate Your Animal Shelter’s Controlled Dangerous Substances Registration

If your Controlled Dangerous Substances (CDS) registration expired less than 30 days ago, you can renew online. If it has been expired for more than 30 days or is inactive, you need to reinstate it by following these steps:

1. Email the New Jersey Drug Control Unit (DCU) at [cds@dca.njoag.gov](mailto:CDS@dca.njoag.gov) to request the Facilities Reinstatement application.
2. After your completed application has been emailed back to the DCU, they will email you an invoice to pay the fee online.
3. If your [U.S. Drug Enforcement Administration (DEA)](https://www.deadiversion.usdoj.gov/online_forms_apps.html) registration is also expired, be sure to reinstate it.
